Business Development Consultant – Government Contracts, RFP, Capture (Remote)
Human Potential Consultants (HPC) is hiring a Business Development Consultant to drive growth across Federal and SLED (State, Local, and Education) markets.
This is not a passive proposal role.
We are looking for a true business development “hunter” who can:
- build pipeline from scratch
- identify opportunities before they become formal RFPs
- influence deals early (pre-RFP / RFI stage)
- help position HPC to win long-term contracts
This role combines:

- RFP / RFQ / proposal execution

Key Responsibilities
Business Development & Pipeline Creation (Federal /SLED/Commercial)

- Identify and develop new contract opportunities across:
- Federal agencies
- State and local government
- Education markets
- Identify and develop new contract opportunities across:
- Commercial Opportunities
- Build and maintain a 3–5x pipeline coverage of qualified opportunities
- Proactively source opportunities before RFP release
Capture Strategy & Pre-RFP Engagement
- Engage agencies, partners, and stakeholders early in the procurement cycle
- Influence opportunities at the:
- Pre-RFP stage
- RFI (Request for Information) stage
- Position HPC solutions around mission outcomes and agency needs
RFP / RFQ / Proposal Management
- Lead or support submission of:
- Site Visits
- RFPs (Requests for Proposal)
- RFQs (Requests for Quote)
- RFI responses
- Ensure all submissions are:
- compliant
- accurate
- complete
- submitted on time
Partnership & Relationship Development
- Build relationships with:
- government stakeholders
- teaming partners
- subcontractors
- Support long-term growth through strategic partnerships
Process & Systems
- Develop repeatable workflows for:
- opportunity sourcing
- capture management
- proposal submission
- Track pipeline performance, win rates, and deal progression
Qualifications
Required
- 3+ years experience in:
- business development
- capture management
- government contracting
- RFP / RFQ / bid processes
- Strong understanding of:
- Federal and/or SLED procurement processes
- RFP, RFQ, and RFI workflows
- Commercial business development
- Proven ability to:
- build pipeline
- identify opportunities early
- manage multiple deadlines
- Excellent written and verbal communication skills
- Ability to work independently in a remote environment
Preferred
- Experience with SAM.gov and government procurement platforms
- Experience in Federal, SLED or Commercial business development strategies and projects
- Background in:
- staffing
- operations
- government services
- Familiarity with:
- CRM systems
- pipeline tracking tools
- Exposure to AI/ML, cloud, or advanced technology solutions
